Locale broken after update of pengwin ? : iso-8859-1 not generating

Have two WSL one old and one new.

Old WSL before update locale works.
New one after pengwin-setup update. Does not generate locale for iso-8859-1

I tried this again. i only enabled iso-8859-1 and nothing else.
Did not generate.

Hence, tried all english and ISO series.
It generates the locales.

Any reason for this ?
