[Feature]: Codex moving from Prompts to Agent Skills

Problem Statement

Codex is not picking up on the prompts in the repository, by design, and pushes the users to use Agent Skills to share task specific extensions. It has even deprecated prompts, so it is unknown for how long this will keep working

Proposed Solution

A implementation of the open agent skill standard (https://agentskills.io/home), supported by Codex and other AI agents (Claude Code, cursor, opencode, Amp)
