Offer: free CI cost/waste report for release workflow optimization

Hi @softprops,

I’m building CICost, a CLI to analyze GitHub Actions cost and waste.

For release-heavy workflows, build matrix and artifact steps can become expensive. I’d be happy to run a
free report for this repo and share practical optimization suggestions.

Report includes:

1. top expensive paths
2. rerun/cancel/failure waste
3. patch-ready recommendations

If this is not a fit here, I’ll remove it.
